The Role of Posdaya in Shaping Community Empowerment: Case Study at Cikarawang Village, Bogor, Indonesia
ABSTRACT Pos Pemberdayaan Keluarga or shortenend into Posdaya (Family empowerment post) as a model of community empowerment in Indonesia has been implemented since 2006. This program has been established as part of community development program planned by Bogor Agricultural University for the empowerment of communities living around the campus. This present study was carried out to evaluate the implementation of Posdaya development at a village around the campus, Cikarawang village, particularly to evaluate the socialization of healthy environment campaign, economic development and extension for waste management. The site selection for the study was based on purposive consideration, as the Cikarawang village has never experienced to enjoy Posdaya Program. The result of the study showed that the community leaders and the cadres of Posdaya were aware about the existance of Posdaya as well as its functions and importance for the community empowerment.
Model ROTI (Return On Training Investment) developed by Jack Phillips is an evaluation of the level of the last to see the cost-benefit after training implemented. The usefulness of this model in order to see the company ‘s management training is not something that is costly and only financial harm, but training is an investment. So it can be viewed by using an accurate count of the advantages that can be obtained after carrying out the training, and it is certainly able to provide a broader picture, if it is found from the results obtained it was found that such training does not provide benefits both for the participants and for the company.
It can be concluded that this evaluation model is an addition of Kirkpatrick evaluation model that is the level of ROTI (Return On Training Investment), these levels wants to see the success of a training program with a view of the Cost-Benefit of his, so it requires little data and should accurate to support the results of the evaluation of training valid.
The application of the model of Kirkpatrick’s four levels of evaluation in training can be described by the following necessary requirements.
Development Program “Tabur Puja” In Welfare Interventions for Improving Society Through Model Posdaya
The poverty rate in Indonesia has fluctuated. Number of people with limitations in Indonesia is believed to be caused by the limited job opportunities. Microfinance Institutions (MFIs) are institutions that provide financial services in the form of savings and loans earmarked for low-income families and do not have access to commercial banking. Purse Savings and Credit Program Sejahtera (Powder Puja) is operated in the form of an invitation to save and use credit for people with disabilities. The purpose of this study is to describe the program “Tabur Puja” in improving the welfare of the poor, and describe the advantages and disadvantages of the program “Tabur Puja” compared to other micro financing. The method used is descriptive qualitative analysis with respondent 5 (five) Posdaya that move Powder Puja in Bogor. The results of interviews and observations obtained that the mechanism Puja Loose lending no more than Rp. 2 million to each member Posdaya, the presence of joint liability order, the activity of contiguity make Puja Powder into a program that is able to improve the welfare of the community. Community empowerment program in Posdaya make use of loan funds in accordance with the plans that have been prepared beforehand. The pattern of assistance undertaken include regular weekly meetings, direct assistance to the field, and training services needed by the community. The advantages of the system “Tabur Puja” is the empowerment approach towards customers. Posdaya approach to community empowerment through community building through four (4) pillars of development amongst communities have enormous benefits, particularly in improving the welfare of the construction.
The purpose of this activity is to develop a Green-Posdaya programe to improve the quality of community empowerment, especially in the fields of economics, education, health and the environment. The program is implemented in five villages in the District Klapanunggal, Bogor Regency; whose synergy between professional course work (KKP) IPB student partnership programe through CSR activities of PT. Holcim. In the first year has been realized several achievements that are still pioneering activities and mentoring beginning, namely the development of Green-Posdaya, improved management of early childhood education, and strengthening microfinance institutions. It is expected that the activities of the next period, gradually achieved healthier living conditions and welfare of local communities.
