Development of Green-Posdaya Programe to Improve the Quality of Community Empowerment

The purpose of this activity is to develop a Green-Posdaya programe to improve the quality of community empowerment, especially in the fields of economics, education, health and the environment. The program is implemented in five villages in the District Klapanunggal, Bogor Regency; whose synergy between professional course work (KKP) IPB student partnership programe through CSR activities of PT. Holcim. In the first year has been realized several achievements that are still pioneering activities and mentoring beginning, namely the development of Green-Posdaya, improved management of early childhood education, and strengthening microfinance institutions. It is expected that the activities of the next period, gradually achieved healthier living conditions and welfare of local communities.

At this time our country still faces many problems, among others, relating to the development of social, economic and cultural diverse society that is still filled with difficulties and limitations. Therefore, it is necessary to undertake community empowerment programs. Community empowerment aims to improve the welfare and independence of the community. In this case, the community empowerment program is a major program that needs to be done by all regions of the country, especially in areas that still face the problem of development.
Healthy Living Condition (HLC) is a concept that crave a balanced social life conditions at the level of individuals, families, communities and the environment. At the individual level HLC achieved through increased intelligence and mastery of science and technology, behavior that is physically and mentally healthy, which is supported by an adequate level of income. At the family level is characterized by a harmonious family life, the division of labor and roles are clear, and the absence of major economic backrest that reflect the social status of the household head. At the community level, characterized by togetherness daam overcome the problems faced by members and the community as a whole, the existence of mutual help and mutual support, as well as the consolidation of economic enterprises at the community level, such as business groups or cooperatives. Healthy life at the individual, family and community must be supported by a healthy natural environment and productive. Thus to achieve Healthy Living Condition requires organizing the resources of individuals, families and communities through a strong institution.
Green-Posdaya is a place where families with socio-economic and cultural conditions are generally weak unite to bring forth ideas and organizing potential that exists to jointly address the problems faced by each family and joint problems at the community level. In the Green-Posdaya, families are better able, with the assistance of volunteers, is expected to help families in need, with the aid of power, money and ideas. In performing its functions, the Green-Posdaya designing activities that suit the needs and ability of the community and its members to implement and benefit from it. Green-Posdaya institutions, building a healthy social life, by giving upgrading the capacity of individuals, families and the capacity of community-level organizational capacity to manage resources about becoming more efficient. Or in other words, the activities carried out on the basis of ability and self-sufficiency with the support of the community partnerships at various levels in order to achieve a powerful and prosperous family.
Based on this insight, the idea HLC will develop in line with the Green-Posdaya. Green-Posdaya is a vehicle to achieve the ideals of HLC. The idea of ​​the Green-Posdaya build two principal amount. First, build the new values ​​of the society in the form of original ideas to balance the fulfillment of social, economic, cultural and religious by making local resources as its base. Second, establish the values ​​and behavior that respects life, improve efficiency and develop innovations for the preservation of a healthy environment and the needs of her social, economic, cultural and religious can be met.
PT. Holcim as a partner community development programs in the District Klapanunggal had laid the foundations of togetherness in the community through partner groups in the 9 (nine) village CSR program partners. Empowerment activities and assistance to the community in the areas of economic, social, cultural, health and other institutions have done. Everything is driven by the behavior of the value of the business, working practices, health and safety, community involvement, customer and supplier relationships, and monitoring and reporting on performance to achieve healthy living conditions (Healthy Living Condition). The situation is also quite a social environment conducive to the development of CSR programs become more efficient, both for companies, communities, local governments and universities.
Efforts have been initiated by PT. Holcim should be developed by using the power of the group to the attention of potential partners outside the target group. It was believed to be able to provide leverage to accelerate the achievement of value-added partners and image formation group CSR as an institution of excellence.
Green-Posdaya particularly strong intention to rely on all elements of the community to move forward together. Green-Posdaya not carry cash assistance, relief goods, but Green-Posdaya carry and develop ideas from the community. Green-Posdaya Success or failure is determined by the willingness of the community to move forward, rather than by the size of the fund or the extent of inventory items. Thus, the working philosophy of the board or the Working Team Green-Posdaya any nature is voluntary.
Economic development that will generate economic growth needs to involve the participation of the community to do a balanced development and achieving goals. Economic development must be matched by an increase in social participation. Social advocacy is also necessary to ensure the development of a stronger commitment (Suyono, 2007).
Posdaya is a forum for gathering, advocacy, communication, information, education and time can be developed into a strengthening of the coordination of activities of family functions in an integrated manner. Strengthening primary functions are expected to allow any more families were able to build itself into a prosperous family, independent families and families who can face the challenges of the future with a better (Suyono and Haryanto, 2009). Posdaya a new idea to welcome the government’s recommendation to build human resources through active participation of the family. The empowerment process priority on improving the family ‘s ability to work hard to eradicate ignorance, laziness and poverty in the broadest sense. The target of the program is a joint effort terselenggarakannya so that each family has the ability to carry out the function of a family of eight.
Posdaya development intended to accomplish the following : (a) social support turned on a cultural or social capital such as mutual cooperation in public life to helping other families, helping empowerment in an integrated or jointly solve the complex problems of life, through the container or forum which gives the family the opportunity for mutual sharpening, compassion, and foster, in meeting the needs of the family build a happy and prosperous; (b) The maintenance of social infrastructure and solid smallest, namely the family, which can be adhesive or social cohesion, so as to create a life that is harmonious, peaceful and has high dynamics; (c) The formation of social institutions with the membership and participation of families in rural or urban dynamic and into a container or vehicle for social participation, where the family can give and receive an update that can help the development of family life with smooth and cool (Muljono et al, 2009).
Empowerment refers to the ability of the person / group / community is vulnerable and weak, so that they have the power or the ability to : a) meet the basic needs so that they have freedom (freedom), in the sense not only free expression, but freedom from hunger, ignorance and pain, b) reach the productive resources that enable them to increase revenue and acquire goods and services they need, c) participate in the development process and the decisions that affect them (Suharto, 2005).
The characteristics of the people who have been empowered by Sumarjo et al (2004) are as follows : a) able to understand themselves and their potential, b) is able to plan the (anticipate future changes) and direct himself, c) has the power to negotiate and collaboration is mutually beneficial to the ” bargaining power ” adequate, d) be responsible for his own actions.
