IbM COMPUTER FOR FAMILY EMPOWERMENT (KOMPUDAYA)

SUMMARY

The purpose of this research is the increased knowledge and skills of the community in 4 (four) aspects of education, health, environment and economy through kompudaya. The results of the identification of training needs of the target group related to that material obtained kompudaya desired target group, namely on-line learning techniques, content management, motivation and group dynamics, the introduction of ICT and learning organization.

The result showed that kompudaya has been able to increase the absorptive capacity of users to the content that has been opened. Kompudaya institutional model is a technique or method that is effective in the learning community. Therefore, kompudaya can provide a space for people to play an active role in strengthening education, economy, health and environment.

Preliminary
A. Situation Analysis
Information Technology (IT) is a communication technology that is used to process data, process, obtain, compile, store, including manipulating data in a variety of ways to produce quality information. Quality information is information that is relevant, accurate and timely, which is used for personal, business, and government and community empowerment is a strategic information as the basis for decision making. This technology uses a computer to process the data, the network system to connect one computer to another computer in accordance with the needs and the use of telecommunications technology so that data can be distributed and accessed globally.
The role that can be provided by the application of information and communication technology (ICT) is to get information for personal life such as information on education, health, hobbies, recreation and spiritual. Then for professions such as science, technology, commerce, business news and professional associations. Application of information technology can also be a means of cooperation between individuals or groups with one person or a group of others without knowing the distance and time limits, countries, races, economic classes, ideologies or other factors that may inhibit exchange ideas.
ICT developments spurred a new way of life, of life begins to come to an end, this life is known as e-life, meaning of life has been influenced by a variety of electronic needs. And now it was lively with various letters that begin with the prefix e – such as e – commerce, e-government, e-education, e – library, e -journals, e -medicine, e – laboratory, e – biodiversitiy, and others again based electronics.
In the world of education, ICT is used for electronic learning or e -learning is known as the base and which is the logical consequence of the development of information and communication technology. With e – Learning, teaching participants (learner or student) does not need to sit in a classroom for sweet listening to every word of a teacher directly. e – Learning can also shorten the learning time and schedule targets certainly save costs to be incurred by a course or educational program.
In the health sector, ICT can be utilized in the development of smart card -based systems (smart cards) that can be used by medical interpreters to find out the medical history of patients who come to the hospital because the card is in the medical interpreter can determine the patient’s medical history. The development of communication technology has also been used to assist in the operation of robotic surgery and the use of three-dimensional computer imaging results to show the location of the tumor in the patient’s body.
ICT used in the business world to trade electronically or known as e- Commerce. e – Commerce is is deployment, purchasing, sales, marketing goods and services over electronic systems such as the Internet or television, websites, or other computer networks. e – Commerce can involve electronic funds transfer, electronic data interchange, automated inventory management systems and automated data collection systems. So with e – commerce, people can buy and sell without having to go away to a store that sells goods wanted.
The role of ICT can also accelerate the process of development of a country. Paradigm for measuring the success of development of a country is no longer using success indicators of physical development, but it turned into a human development indicators. The indicator known as the Human Development Index (HDI). There are four parameter determining the level of a country’s HDI, namely the successful development of education, economy, health and environment. Indonesia’s current position HDI ranks 108 of 182 countries. This rating indicates that the meaning of the results of development in Indonesia in four areas that still have not been encouraging.
The cause of the low HDI ranking Indonesia because life expectancy is low, ie 70.5 %. In addition, the maternal mortality rate after birth in Indonesia is the highest in Asia, which is 420 per 100,000 births. The infant mortality rate in Indonesia is still the highest in the Association of South East Asian Nations (ASEAN). In terms of Indonesia recorded higher literacy is 92 % of the population over the age of 15 years (UNDP, 2009).
HDI attainment strategy can be done through a quality improvement approach to the family. Family as the smallest institution in the community, have an enormous influence on the success of the development of a nation. It is closely related to the function of the family as a vehicle for the formation of human resources (HR) quality.
Postage family empowerment (POSDAYA) is a self-supporting institution that is being jointly developed by IPB City District Government and Foundation Bogor and Jakarta-based Damandiri to improve the quality of family. Posdaya is a movement to revive the mutual cooperation in building a community in itself, conducted independently is expected to reach the community independence
Posdaya formed, nurtured and developed as a public institution of friendship forums, advocacy, communication, education for the public institutions in both the RT, RW and urban / rural. Posdaya also a reinforcement of container family functions integrally formed and carried out of, by and for the family and society (Suyono and Rohadi, 2009).
Posdaya Fort Hope, Fort Subdistrict Ciampea village, Bogor Regency and Posdaya Bina Sejahtera, Village Pasirmulya District of West Bogor, Bogor City has successfully developed empowerment activities in the fields of education, health, economy and environment is a strategic partner to develop computers for community empowerment abbreviated with Kompudaya.
Posdaya Fort Hope in RW 05, Kampung Gunung Leutik has the most number of poor families. Geographically RW 05 is farthest away from the central government and Castle Village has the largest area in the village of Castle. The level of education that the average elementary school graduate only be an indicator of poor quality in receiving information independence. In addition, the Village of Mount Leutik not have group learning (knowledge sharing).
Conditions similar to Posdaya Fort Hope is a common condition Posdaya Bina Sejahtera. Bina Sejahtera Posdaya working area covers targeted amount RW with families (KK) is comprised of 259 households RT 01, RT 02 and RT 03. Stewardship Posdaya Bina Sejahtera head has been approved by the Village Pasirmulya Number : 147 / 08 – PM on Posdaya Work Team Building (Post Family Empowerment) in the Village Pasirmulya, West Bogor subdistrict.
RW 02, Kampung Bojong Menteng Pasirmulya Village has 65 number of poor households from 259 households. As an illustration, the state population in the Village Pasir Mulya by level of education can be seen in Table 1. Largest percentage population Sand Village Mulya is high school / high school / senior high (45.41 %), and college (17.65 %).

In general, conditions in RW 02 also has a considerable level of education, but the condition has not been supported by knowledge sharing activities among members residents (study group), so the less successful implementation of community empowerment. This is, because that process of education in general highly individualized and less emphasis on group learning. In addition, the process of education is focused on the development of cognitive aspects.
Kompudaya is the center of information technology designed specifically to access information, communicate and obtain information services in education, health, environment and economy by means of information technology and communicated in the form of a computer and internet access as a means of learning resources.

B. Problems Partner
The number of poor families (poor families) are high with low levels of education have an impact on access to information that is low and the amount of community participation in knowledge sharing are also low are some of the problems faced in Posdaya. Public participation in the low knowledge sharing will lead to stagnation of information or learning resource that ultimately inhibition of self-reliance to the information and communication technology.
In addition, information gaps and poverty is an issue that is brought in to discuss the development of the international community in developing countries so that the definition of basic needs (basic needs) continuously updated and education and information to be included in the basic requirements. Lack of access and use of information will lead to marginalization and disadvantage people from a variety of available development progress. The development of this information is not only seen as a factor of economic poverty, but also in terms of social poverty. Addressing the issue of access needed to learn together through kompudaya. For that we need to establish some priorities by considering the problem solving ability of local communities to be actively involved in the problem solving process. Some of the important considerations that underlie the prioritization of these activities include:

  1. Public access to information is a fundamental right that must be held, but it just is not enough to develop information access but needed a communication process to make the information more meaningful and empowering communities. Empowered community is a community that has the awareness and the need for information as a source of strength.
  2. Learning resources (content) is an intervention program to improve community well-educated and master the knowledge/ information and participate actively through education, health, economy and environment.
  3. Low levels of public education and low knowledge sharing in the community reflect that level of community participation in achieving social and economic independence too low. The root of both problems is the lack of access to information and lack of communication in the learning process and the exchange of knowledge / information amongst the community.

C. Solutions Offered
Kompudaya as movement Information and Communication Technology (ICT) appropriate for community development is concerned access to learning resources, abundant and fun. Kompudaya main function is to increase knowledge and information for the community through group learning (knowledge sharing) between cadres and or members of the group. Learning fun through a variety of learning resources, which is a CD / DVD, animation, movies and other learning resources. Kompudaya developed through the main menu of learning : (1) the formation of clusters as a facilitator of learning resources, (2) training access learning resources, and (3) the implementation of learning resources for community development.
Therefore, kompudaya is one model of the development of ICT infrastructure in rural areas. Kompudaya built not only as a physical building but rather integrated with existing programs in the community. In addition, the learning resource is an intervention effort to develop a new communications culture that is more participatory and interactive, either using the media / local channels as well as ICT. Kompudaya a container, whereas a learning resource content (content), to make information meaningful, enjoyable and rewarding for efforts to improve the quality of life. D. Targets and Outcomes
The target and the type of outcomes that would result in Kompudaya activities in Posdaya Bina Sejahtera and Posdaya Fort Hope is:
Increased knowledge and skills of the people in the four (4) aspects of education, health, environment and economy.
The establishment of community information (information society) and community learning (learning society) in rural areas.
Kompudaya adoption as a rural training centers and learning.

E. Research Objectives
In general, the purpose of this activity is to enhance the knowledge and skills of the people in the four (4) aspects of education, health, economy and environment through kompudaya.
The specific objectives of this activity are:
Increased absorption of society to content kompudaya
Improved learning together in community through kompudaya
Increased role in strengthening the program cadre Posdaya 4 (four) aspects in the fields of education, health, economy and environment

F. benefits of Research
The results of these activities are expected to be useful for all parties related to community empowerment, especially officials and cadres Posdaya. In addition, the results of this study are also expected to be useful as a reference for all those who carry out similar activities.

METHODS
A. Time and Place
This activity was conducted in May-November 2013 in the Village Pasirmulya, West Bogor subdistrict, Bogor sub-district and village Fortress Ciampea Bogor Regency. Location of activities selected purposively based on consideration of the number of poor families (poor families) high with a low education level and the number of youth participation in Posdaya are also low.
B. Target Activity
The target of this activity is the youth who were selected purposively, based on the criteria: (1) has a high spirit of learning, (2) familiar with computer equipment, (3) are willing to take part in full training kompudaya and (3) are willing to be monitored and evaluated results obtained during the activity through pre and post test. Based on criteria derived target kompudaya 20 people movers.
The types of data collected consist of primary data and secondary data. The primary data obtained through interviews using questionnaires. Primary data include participant characteristics (age, occupation and education), knowledge of computers, youth interaction in Posdaya. Secondary data include a general overview of data location activities.
C. Stages Activity
Stages Kompudaya program consists of the preparation, implementation and monitoring and evaluation. Stages of preparation, among others: (1) the identification and inventory of youth education activities, (2) identification kompudaya trainees, (3) the determination of the participants kompudaya and (4) preparation of curriculum and modules kompudaya. Implementation stages, ie basic training and learning resource exploration learning resources (online). Stages include monitoring and evaluation of pre-test and post-test consisting of the ability of participants to master basic computing resource exploration and learning ability before and after program Kompudaya. D. Methods of Analysis of Events
Data processing begins from editing, coding, entry, cleaning, and data analysis. Analysis of the data pre test, post test, evaluation and evaluation of the implementation process is processed by using a computer program Microsoft Excel 2007 for Windows.

RESULTS AND DISCUSSION
A. General Situation
1. Posdaya Bina Sejahtera
On May 21, 2007, has been confirmed working team Posdaya Pasir Mulya by SK Pasir Mulya Village Head No.: 147/08-PM. About Posdaya Sand Formation Mulya and set as the date of the founding of the Sand Village Mulya Posdaya. However, on March 1, 2008, the establishment of Working Group held a special meeting to implement several programs Posdaya and assign names to Posdaya Pasir Mulya, namely Posdaya Bina Sejahtera.
The objective Posdaya Bina Sejahtera is to reinvigorate the social cultural work together and care for each other, develop institutions in society who have a business together so as to create harmony and harmonious dynamics towards a prosperous standard of living, and shaping container and vehicle for the participation of social organizations to receive renewal of family life in building a secure, peaceful, and happy.

2. Activity Posdaya Bina Sejahtera
Types of activities contained in Bina Sejahtera Posdaya covers various aspects of life, such as:
a. Health Sector
Health is an important pillar of life support, because health can affect daily activities. Therefore, health is very important to note that from an early age to the elderly. Activities in the health sector in Posdaya Bina Sejahtera, among others IHC and Posbindu. IHC on Posdaya Bina Sejahtera is a synergy of the IHC that was formed in 1991 under the name IHC Bed. On May 24, 2008, established a post integrated guidance that specializes in health care for the elderly with the name Posbindu Healthy Development. Health activities include weighing, health checks for residents of RW 02.
b. field of Education
Empowerment in education is realized with the establishment of early childhood education on May 18, 2008 with the name Bina Mentari early childhood. Learning methods are applied, the method of learning while playing. It is expected that the child does not quickly get bored in the learning process. In addition to the establishment of early childhood education, free mobile library also held in collaboration with Associate Bogor Woods High School, which is held every Saturday. The purpose of the roving library, among other hobbies are reading and to increase public knowledge for RW 02.
c. Environmental Field
The empowerment of the environment in Posdaya Bina Sejahtera realized with widara (farm youth group). The empowerment of the environment is very useful for the people of RW 02. This is because to help increase public awareness of the environment, one of them with families managing waste into compost, and cultivate medicinal plants and vegetables.
d. Economics
Activity in the economy is expected to improve the economy of families in RW 02, by forming KWT (group of skilled women) and Microfinance Institutions (MFIs). Activities include working in KWT vacant land for planting staple of the family, where the results can be used together. While the MFI, was formed on August 1, 2008 under the name of Independent Business Development MFI (MFI – BUM).

3. Posdaya Benteng Harapan
Posdaya Fort Hope is one of 17 Posdaya Rim IPB campus located in the Village District of Ciampea Castle District. Bogor. Jurisdiction covers one that is RW RW 5 (6 RT) in the village of Mount Leutik. This Posdaya formed on January 11, 2008 through mini workshops held in the Assembly Posdaya Ta’lim RW 5 leutik mountain village. Mini workshop was attended by community leaders, youth, farmers’ groups, Sekdes, BPD, Babinsa, SMA Negeri 1 Ciampea and IPB and Damandiri Foundation. Posdaya Benteng Harapan Coordinator is Mr. Saefuddin.
Posdaya Benteng Harapan formed through Human Resource Development Programs and Community Development cooperation with IPB LPPM P2SDM Damandiri Foundation. Posdaya Benteng Harapan stewardship includes 4 areas: health, education, economics, and environmental fields. Posdaya Secretariat is located at the village of Mount Leutik RW 05, Desa Fortress.
Fort Hope Posdaya activities cover 4 areas of management that is driven along by leutik mountain village communities. At the beginning of the growth Posdaya, activity driven by the IHC began reviving rarely activated. Kader back on the energized movement that embraces mutual cooperation of all parties in RW 5. The development of integrated health continued to improve so that people agree to add a new IHC in order to get closer to the people who pretty much IHC point reached by the sixth RT. The health sector is also growing with the birth of activities for the elderly called Posbindu Elderly. The spirit in the health sector so that the cadres kept waking posyandu also able to browse and assist residents who require medical treatment.
The field of education has been able to provide early childhood education facilities independently, and also has established communication with Himpaudi districts. Although only utilize veranda homes, and are now moving to TOGA gazebo, does not diminish the spirit of a child to learn. Economic field has moved some economic activities, among others, the crisp deblo able to add value added by processing local agricultural products, livestock sheep, and MFI. Environmental field is done by collecting medicinal plants that grow in the area of ​​Mount leutik. This has brought many benefits to society. Not only to support public health efforts to maintain naturally, but is also beneficial activities to support the local economy by marketing herbal products processed Toga. Even Posdaya Fort Hope is often in demand by other regions to visit in order to gain knowledge management Toga.

B. Identification of training needs by target group
Based on the results of the meeting through FGDs with target groups, namely Welfare and Development Posdaya Posdaya Fort Hope was found that the target group hopes that the assistance on an ongoing basis with regard to capacity building in kompudaya board. Some of the material is expected introduction of Linux used in kompudaya, content management, online learning techniques.
In addition, the target group also requires techniques in moving people to use kompudaya. Learning organization also need to be socialized at Posdaya cadres so as to improve human capital and social capital are able to create a learning community.

C. Phase of the program
1. Identification of Training Participants
a. Preparation of participant criteria
Criteria trainees in order to transfer the transfer of science and information technology fields of organizational management, structured by way of discussion between the implementation team. These criteria are:

  1. Adults (aged > 17 years)
  2. Not having a physical or mental disability
  3. Computer literate
  4. Pasirmulya domiciled in the Village, District of West Bogor Bogor City and Fortress Village, District Ciampea Bogor Regency
  5. Members of the community in the education field Posdaya Sejahtera Development and Posdaya Benteng Harapan.

b. determination of the participants

2. Preparation of Training Modules

Preparation of training modules have been completed. The training module consists of 5 modules that will be delivered in 16 JPL (JPL 1 = 45 minutes) curriculum consists of 6 core competencies material JPL, JPL material 4 6 general competencies and additional competencies material JPL. Submission of the module is done with two (2) ways, namely in the form of training and mentoring. List kompudaya training materials can be seen in Table 4.

Technical assistance modules using a module that has been obtained from a credible form of training . Technical assistance module consists of 3 modules which will be delivered in 8 JPL ( JPL 1 = 45 minutes ) , namely online learning ( 3 JPL ) , content management ( 3 JPL ) and the Learning Organization ( 2 JPL ) . Forms of technical assistance directed modules as a form of evaluation of the implementation of activities .

Learning resource training activities aimed at introducing the participants about the introduction of technology , information and communication , online learning techniques and learning organization . The purpose of this training is intended for participants to have competence in penelurusan and up deting content in kompudaya activities . This event was attended by 20 participants and 14 participants outside the program .
The addition is intended that participants kompudaya movement can also be felt by Posdaya addition to program participants . Based on interviews with program participants stated that this activity is helpful in expanding our activities in RW Posdaya and were impressed with the technology that will be developed in kompudaya . The latest technology developed is kompudaya with android application .
In addition , interviews with participants outside the program as follows : ” We are very pleased to be invited to this event , we get a new science of learning to communicate Posdaya cadres ” . Documentation of the implementation of the training can be presented in Figure 3 .

Learning Resources and Exploration Training
Training as a form of non-formal education , implemented with the principles of adult education ( POD ) which puts the trainees as experienced people using the method of Andragogy . Training exploratory learning resource intended for searching contents in accordance with the requirements Posdaya . Prior to the implementation of resource exploration study , participants were given materials on the motivation and group dynamics , content management and learning organization . Atmosphere training can be presented in Figure 4 .

This activity is carried out in each Posdaya intended that the involvement of participants from more Posdaya . The activity received an enthusiastic from both the Posdaya . Present all that is in Posdaya cadres , cadres namely education , health cadres , cadres and cadres economic environment . Obtained from this activity contents per field Posdaya activities .

Evaluation of Training Kompudaya
To determine the development and implementation of training evaluation kompudaya effect . Evaluation of the effect of the training is done at the beginning ( before the material is described on the first day ) and at the end of training ( after all finish materials described on the last day .
Evaluation of the effects ( pre – post test ) showed that an increase in capability with a range of 11.11 to 100 . Increased ability , namely the difference pre-test and post-test compared to pre-test results multiplied by 100 % . The highest increase was obtained by the participants , ie brothers Atom with a mean increase of 80 % and the highest final scores obtained by the participants , ie Hind Siti Nur Adi Aryadi Munajat and 9.5 respectively . The final value ranged from 5.5 to 9.5 with an average of 8.1 . List of participants evaluate the effects can be seen in Table 5 .

Kompudaya who are at Posdaya a new program so that the need for mentoring programs kompudaya . Mentoring is so that activities can be practiced in public kompudaya . Mentoring is done on this program is technical assistance and management assistance ‘user’ .
Technical assistance is assistance to the caretaker kompudaya performed with the use of practice activities such kompudaya operate a computer , fill in the content , open content , describes the content and search for content required by the user community . The technical assistance during this kompudaya program lasts two (2 ) times in one (1) week .

Users kompudaya in Posdaya Fortress Fortress of Hope Village is dominated by the field of education such as early childhood teachers , early childhood students and youth groups . Content used by early childhood education is to teach students character , read the letter ( students ECD ) , dancing and singing and content associated with other early childhood . Youth groups use more youth entrepreneurship development content like movies motivation , catfish , and nutritious garden .
The same was done in Posdaya Bina Sejahtera Pasirmulya Village district. Bogor Bogor City West . Kompudaya in Posdaya Bina Sejahtera in its use is dominated by youth groups . More desirable content is content that is associated with the development of Linux systems , the development of entrepreneurship and community development . Monitoring and Evaluation

Kompudaya be part of the improvement of people’s active participation in the learning process and maturation of society to memandirikan and repair four (4 ) aspects in the fields of education , health , economy and environment .
